2FA is an iOS AutoFill provider. Enable it in Settings → General → AutoFill & Passwords. iOS tells 2FA which site you're on, and the matching code shows up in the suggestion bar.
Some websites don't tell Safari where their code field is. Turn on the 2FA Safari extension (Pro) in Settings → Apps → Safari → Extensions and allow it on all websites: a “Fill” bubble then appears below the field, and Face ID or Touch ID fills it in. On Mac, turn it on in Safari → Settings → Extensions.
